  MADISON YOUTH SOCCER CLUB

 RULES FOR DIV. I & II, Grades 2 & 3 

NUMBER OF PLAYERS  

*        No Goalkeeper at this level

*        Division I plays 5 vs. 5

*        Division II plays 7 vs. 7

PLAYER EQUIPMENT

1.      Soccer Cleat or Tennis Shoes

2.      Size 4 soccer ball

3.      Shin-guards - MANDATORY
Soccer socks must be worn over shin-guards. For safety reasons, if a player does not have shin-guards then they may not play.

4.      For safety reasons, the following: watches, earrings, other jewelry, metal hair accessories, metal zippers, metal or sharp plastic of any kind may not be worn or carried on the playing field.

5.       Team soccer shirt must be worn and tucked in at all times.
On cold days, other clothing may be worn under the soccer shirt.

DURATION OF GAME

1.      The game shall be played in four (4) equal quarters of twelve (12) minutes as follows:

*        1st Quarter (12 min. of play) Quarter-break (2 min. of rest)

*        2nd Quarter (12 min. of play) Half-time break (5 min. of rest)

*        3rd Quarter (12 min. of play) Quarter break (2 min. of rest)

*        4rth Quarter (12 min. of play)

GAME CANCELLATION

1.      All teams must show up on the field at their scheduled time rain or shine. Games may be played in the rain. The decision to cancel a game will be made on the field by the Referee and the two team coaches.

2.      In cases of severe weather or unplayable field conditions games will be canceled ahead of time by MYSC.

GAME RESCHEDULING

1.        IF MYSC CANCELS A REC SOCCER GAME OR CLINIC (Please check the WEBSITE or Call 603-KICK to confirm):

*        The cancelled event will not be made up.  Play will resume with the next regularly scheduled event.

*        MYSC schedules for more than 1,100 players. This number does not include their coaches, families, and game officials. Therefore, WE STRONGLY DISCOURAGE ANY CHANGES IN THE GAME/PRACTICE SCHEDULING. IF THERE IS AN EMERGENCY AND A GAME/PRACTICE NEEDS TO BE RESCHEDULED, THEN THIS MUST BE DONE AT LEAST 48 HOURS PRIOR TO ORIGINALLY SCHEDULED TIME and through the MYSC REF COORDINATOR.

PLAYING TIME

1.      Each player shall play a minimum of 50% of the game.

GAME OFFICIALS

1.      For each game there will be one Referee or Qualified Official appointed whose duties will include:

*        Enforcing the rules herein and set forth by this document.

*        Refraining from penalizing in cases where, by doing so, he/she would be giving an advantage to the offending team; or, by doing so, he/she would be taking an advantage away from the non-offending team.

*        Refraining from penalizing in cases where a verbal explanation and warning would be more appropriate.

*        From the time he/she enters the field of play, caution and, if necessary, send off and/or away from the field of play any person, player, or coach who is guilty of violent conduct, serious foul play, the use of foul or abusive language, repetitive cautioned offenses.

*        To have discretionary power to stop, suspend, and/or terminate game for: any infringement of the Rules, dangerous weather, gross interference or misconduct, by spectators or coaches, any act of Referee Abuse or Assault

*        To keep a record of the game and act as Timekeeper.

*        Signal for any stopping and restarting of game play.

*        Decide that the ball provided meets with the requirements for play in this division.

*        Allow no persons other than the Players and Assistant Referees to enter the field of play without his/her permission.

PREGAME PROCEDURES

1.      The Referee should introduce him/herself to both Coaches and obtain all necessary signatures on Referee Pay Report. If the Coaches have any questions or special circumstances they should ask and/or call the Referee's attention to them at this time.

2.      Opposing Coaches should meet and introduce them selves.

3.      The Referee should line up each team and inspect all players for appropriate attire and equipment. If the Players have any questions or special circumstances they should ask and/or call the Referee's attention to them at this time.

START OF PLAY

1.      The Referee will call for team captains and conduct a coin toss. The team winning the coin toss shall have the option of choice of ends or the kick off.

2.      Opponents must be six (6) yards from the center mark while kick-off is in progress.

3.      Ball must move forward one full turn

4.      The kicker shall not touch the ball again until it has been touched by another player.

SUBSTITUTIONS

1.      A substitution may be made BY EITHER TEAM at the following points during the game:

*        Prior to a throw-in, by either team.

*        Prior to a goal kick, by either team.

*        After a goal has been scored, by either team.

*        After an injury, by either team.

*        At quarter and half time breaks.

2.      When making a substitution:

*        Make sure your sub is ready and knows who they are subbing for and what position they will be playing.

*        Line them up at the half mark on the sideline.

*        At the appropriate game stoppage, get the Referee's attention by yelling "SUB".

*        WAIT for the Referee to stop play and signal BEFORE sending sub on.

*        The sub should call out the name of the player they are replacing and run to their position.

*        The exiting player(s) should leave the field as quickly as possible so as not to delay the game.

THROW-INS

1.      When the whole of the ball passes over a touch-line, either on the ground or in the air, it shall be thrown in:

*        From the point where it crossed the line.

*        In any direction.

2.      The thrower must:

*        Face the field of play.

*        Keep both feet on the ground.

*        Keep both feet on or behind the touch line.

*        Use both hands and deliver the ball from behind and over their head.

3.      If the player's initial attempt is improper, a second throw-in must be allowed.

*        The Referee shall explain the proper method before allowing the player to try again.

*        If the player's second attempt is improper, the ball is given to the other team to throw in.

4.      A goal can not be scored from a throw-in; another player must touch the ball to score.

SCORING

1.      A goal has been scored when the whole ball has passed over the goal line, between the goal posts, under the cross-bar either on the ground or in the air.

2.      A goal can not be scored if the ball is thrown, carried or intentionally propelled by hand or arm.

3.   No more than a 5 goal differential is allowed. Once a team exceeds the 5 goal limit, that team must remove one player from the playing field for each goal in excess of five.

GOAL KICK

1.      A goal-kick is awarded when the ball, having last been played by one of the attacking team, passes over the goal-line, excluding the area between the goal-posts, either on the ground or in the air.

2.      The goal-kick is taken:

*        From any point inside the goal area.

*        By a player of the defending team.

3.      Opponents must be six (6) yards away from the ball.

CORNER KICK

1.      A corner kick is awarded when the ball, having last been played by one of the defending team, passes over the goal-line, excluding the area between the goal posts, either on the ground or in the air.

2.      The corner kick is taken:

*        From within the quarter circle at the nearest corner to where the ball passed over the goal line.

*        By a player of the attacking team.

3.      Opponents must be six (6) yards away from the ball.

4.      A goal may be scored directly from a corner-kick.

GOALTENDING

1.      No player will be allowed to be in the marked goal area while the ball is on the other half of the field.

FREE KICKS will all be INDIRECT:

1.      An indirect free-kick is defined as a kick from which a goal can not be scored unless the ball has been touched by another player before passing through the goal.

2.      Opponents must be six (6) yards away from the ball when a free kick is taken.

3.      No kicks shall be taken by the attacking team within the defending team's goal box.

*        In the event that an offense occurs within the goal area, the ball is to be placed on the goal-line closest to where the offense was committed.

*        Opponents may line up on the goal line to protect the goal.

An indirect free-kick will be awarded in following instances:

1.      FLAGRANT OFF-SIDES (Called only by the Referee)

*        A player is in an off-side position if they are nearer to their opponent's goal-line than the ball, unless: They are in their own half of the field, or they are NOT nearer to their opponents' goal-line than at least two of their opponents.

*        A player shall be penalized for being in an offside position if, IN THE OPINION OF THE REFEREE, he/she is involved in active play by interfering with play or opponent, or gaining advantage by being in that position.

2.      DEFENSIVE HANGING BACK

*        Defensive players must play up field and may not hang back by the goal.

3.      FOULS AND MISCONDUCT

*        A player who, IN THE. OPINION OF THE REFEREE, commits or attempts to commit, in a reckless, careless, or dangerous manner, any of the following including, but not limited to, kicking, tripping, charging, hitting, spitting, holding, pushing, or intentionally handling the ball.

*        The Referee MUST EXPLAIN ALL infractions to the offending player.

PENALTY KICKS

1.      NO penalty kicks shall be taken during these games.

POST GAME PROCEDURE

1.      Opposing Coaches and Players should shake hands after each game.

GENERAL OBSERVANCES

1.      NO ALCOHOLIC BEVERAGES WILL BE CONSUMED OR ALLOWED NEAR THE PLAYING AREA.

2.      ALL COACHES, NON-PLAYING PLAYERS, PARENTS, AND SPECTATORS SHOULD BE THERE TO ENJOY AND ENCOURAGE THE ACTIVITYOF THE PLAYERS.

3.      THE SOLE PURPOSE OF "RECREATIONAL" SOCCER IS FOR THE PARTICIPANTS TO HAVE FUN AND HOPEFULLY LEARN A LITTLE ABOUT SOCCER IN THE PROCESS.
